as i understand, if i look something to kill i should encounter a creature that is on the same level as me, when i go slumming i should encounter a weaker creature and when i go thrillseeking i should find a creature that is stronger then me
but why does it sometimes is random? for example i look something to kill and encounter a go thrillseeking creature?

There is always a little bit of randomness in the forest. I.e. when looking for monsters your level, there is a small chance of finding one that is a level higher or lower than you. When thrillseeking, you may find a monster the same level as you or one that is TWO levels higher than you. And when slumming, you may find a monster the same level as you or two levels lower than you. The randomness adds a bit of uncertainty to the game. Who wants fights to always be predictable? Note that the monsters are always in a three level range, no matter which option you choose.

You can always encounter creatures at a lower level, at the same level, or at a higher level. It's just the percentages of finding each that change.

Actually not quite true JCP.
When you look, you will encounter things at your level or 1 above or 1 below.
slumming or thrillseeking shift that range down or up one additional level respectively.
So if you slum, you can find something at 2 levels below, 1 level below, or your level.
Finding a fight on the outlier is unusual however.

It is one of the more frustrating parts of the random engine, as if you are just about strong enough to look for something to kill, you sometimes have to keep slumming so that you don't get beaten up...

You periodically encounter creatures a level off of what you expect, because some times creatures are thrillseeking or slumming themselves ;-) Or maybe they just got lost and wandered in to the "bigger/littler creatures area" Those are the roleplay reasons behind it, the functional reason is that making the game completely predictable detracts significantly from its enjoyability.

::slips in behind Sneak and takes that nice shiny Honor hanging from his belt. . . He wasn't using it anyway. Lonestrider then wanders behind Karissa as he tosses Sneak's honor up in the air and flips it about like a tin coin::
