Can this be linked from the LOG IN screen? I have a friend trying to decide what she wants to be, but without seeing the FAQ she doesn't really know enough about the game to decide. I didn't even realize this omission until it was pointed out.

Here's a link you can give your friend for now: http://lotgd.net/petition.php?op=faq

It's more of a suggestion for future players. She's already created her character (after I logged in to walk her through the things in the FAQ.)

Then again, the FAQ doesn't say anything about character creation or the effects of each choice. There's nothing wrong with someone creating a character just to read the FAQ and try out the game and then abandoning it for deletion.
Right now the settings on the central server are:
Days to keep level 1 accounts with no dragon kills? 5
Days to keep all other accounts? 23

Talesin's server can handle a couple extra accounts for a few days, I should think.

There is when the server requires email verification (like dragoncat) as you now have an account tying up your email address. But then again, dragoncat also has a suicide option, so they could just suicide.

There really should be something about races and character classes that newbies can access, even if it's just general information.

They can always come over here and check the newbie section... there is a newbie primer and there's going to be a primer for LORD players (work in proggress) and some more... so even without a login or anything else, it's possible.

In that case, there should be a link to the forums from the log in screen, since at this time they still won't know about any of this until AFTER account creation.
