Where do you go about setting this to enable it, or is this only a .98 thing?

It's only a 0.9.8 thing.
However, you can find the basic code for it on the lotgd.sourceforge.com bug tracker
under patches. The bug for it has been marked 'closed' since it's in 0.9.8 but you can find the code and instructions for adding it there.
Needs a bit more customization - like changing the level modifier to a variable set in the mount editor.
Recharging should cost more.

Well, file a bug report or a petition and I'll get it done at some point :)

You should also disable the recharge option for the creatures that never expire. I think you know which I mean. It would be disappointing to feed a creature and get nothing in return.

One more thing... you also shouldn't lose a forest fight if you encounter the grassy fields with a creature that can't recharge.

If the creature never expires, then the player should be smart enough not to spend money to feed it.
If the player isn't clever enough to avoid an unwanted charge.... :)

Nope, sorry.. Having a mount is going to sometimes be a drawback.. This is one of those times and that isn't going to be changing (at least not on a code level).
Sometimes taking money and forest fights away is a good thing...
But with a custom mulitplier for feed, a no recharge mount could have a 0 cost feed.

So, does the cost rise for each level when feeding?

At the moment it's 20 gold/level... Although I hate to say this, my Wyvern being dear to me, differnt mounts should have differnt feeding coefficients i.e. 5/level for coconut halves to 100/level for something like a Wyvern...

I was thinking on that as well.
I don't think it would be severely difficult to implement, but maybe add another field (or two, if you want to use gems) to the mount data, which is recharge cost.
And that could also make even more ways to have varied mounts...some could cost too much to buy, but be cheap to feed, and vice versa.

Hey, we allready saved up huge amounts of gold and gems for powerful creatures, do you really think we should be putting more gold into it on a daily basis now? A general increase in cost per level all around is allright, but some of us paying that much more than others, it becomes redundant to even bother to recharge.
JCP is most knowledgeable about all the stable creatures. But I'd think a reasonable formula is 65% of it's Gem cost in gold, per level. Easy way to get that number, if you don't feel like doing the math is to see what Merick offers you in gems for selling it. That, multiplied by level, sounds like it should ratio to creature-cost and benefiet fairly well.

Whist Kether is somewhat biased, that does sound like a reasonable calculation to me...
