why not allow admins to add different races?
then they could determine the xtra stuff races receive or restrict some abilities.

Its not so much as not being allowed, as just not being programmed for that.
Setting up something like that would require a rewrite of the code, and how much of a rewriting undertaking that would be, I don't know.

Quite honestly, unless .9.8 is going to be coded very differently from .9.7+, it simply isn't feasible for a "race editor". I have added my own custom race into my server, and had to edit files all over the place. Inn.php. dragon.php, newday.php, common.php, plus an addition of a field in the database.
Of course, the reason I had to change all those files was that this race gets an extra 1 hp per level, and I had to take into consideration the number of levels the character has spent as that race, to know how much to take away when the race changes.
An editor might be possible under the current setup, but it would be limited, and to get real variety, you'd still have to manually code it.
Some types of changes people want to make to the game, like races, involve rolling up your sleeves and going into the code.
Most of the superuser options the admins have are for database and character issues, where adding text and/or stats make sense.
Because of the bonuses the races currently give, there isn't even an option to change races in the character editor.

I'm running with several different races as well, it's like Vortus said, there's edits just about everywhere. In the INN, in the Training Hall, in race specific areas; not to mention Newday.php and Common.php
But, what I'd LIKE to see someday is the races and the classes pulling from a table with race attributes. It's really quite doable, it'd cut down the race specific information in Newday and Common.php and allow us a common set of race specifications to add other features for.
One superuser panel for .97 probably isn't going to happen.

This (and a more generic buff/special editor) are something that MightyE and I have considered and are still debating.
In addition to the technical challenges involved (which are not insignifigant, though nor are they overwhelming) there are some balance issues to be considered as well.
I am of the opinion that (like mounts, etc) this is something which can be left to the individual GMs, and while yeah, there might be GMs who are twits and let people have everything under the sun yesterday, there are also GMs who care about balance and will use these tools to create unique and different worlds.
ME is somewhat worried that people who play on the monty-haul/munchkin servers first will either expect every server to give them that much uber-advantage OR will get a really bad opinion of the game and not realize that the issue is not the game but the game master.
Given some of the request for things I've seen (both here and on the sourceforge trackers when they were up) I'm somewhat inclined to believe that MightyE's concerns will be an issue, but that this still should be done.
In other words, it's not there now and there are no concrete plans for it, but it is under active discussion.

Having the option to have a few races that can be changed (maybe I like having Orcs instead of elves, lol) is not too bad.
While we are at it how about a way to add/edit the arts ( I like the Paladin and swordmater I have seen).
I do see the problem --- too many places to be changed --- thus alot of rewritting.
I am in favor of these two things, not to unbalnace the game, but more just to add variety. Not to change the benefits of each drastically, but to change up the names of the races and arts.

If a race editor were ever made you could see quite a few mods coming out. It would be cool to make a hobbit style mod. Off to kill the dragon, in middle earth! :)
Or even futuristic people in old times like in the anime Trigun.
