Problem with JCP's Hunter Lodge

I've been to the lodge and it say's that there are currently no items to purchase and to contact the admin. I am the admin and I can find nothing that tells me anything about this. I assume it has to do with refferals.

I can't find anywhere in the game settings or module manager where I might add items to sell.

Have I totaly missed the point somewhere or am I misunderstanding the purpose?

If you go into the Uninstalled Modules portion of the Module Manager, you'll find a number of Lodge modules. Installing/Activating those should provide what you're after.
